At a glance
- 📊 Precision is Key: Upgrade vague local descriptions to full technical datasheets using EN/ISO standards to prevent costly international mismatches.
- 🛡️ Strategic Waste Factor: Add an extra 2–3% to your standard waste allowance to cover potential long-haul transit risks and avoid project delays.
- 📦 UoM Optimization: Align your net Units of Measurement (m², m, kg) with factory packaging standards (pallets, CBM) to streamline logistics.
- 📜 Compliance First: Explicitly demand CE marking and DoP in your BOQ notes to filter out non-compliant manufacturers during the tendering stage.
As a Quantity Surveyor (QS), managing projects that rely on international material procurement is like walking a tightrope. On one hand, there is constant pressure to optimize the budget; on the other, you face the risks of lead time delays, language barriers, and specification mismatches. The key to success lies in the BOQ (Bill of Quantities). When prepared flawlessly, sourcing materials internationally becomes the ultimate route to high profit margins. When gaps are left open, it can generate catastrophic losses.
1. Upgrade General Descriptions to Technical Datasheets
Traditional bills of quantities often rely on vague descriptions, such as "60x60 grey porcelain tile". In international procurement, this is a recipe for disaster. An overseas manufacturer cannot guess the architect's exact intent.
What must be included in a procurement-ready BOQ? Precise physical parameters: Thickness, PEI rating, slip resistance (R9–R13), frost resistance, and allowable dimensional tolerances in millimeters | International standards: Instead of local codes, reference ISO or EN standards (e.g., EN 14411 for ceramic tiles). This allows Actitrade to verify with manufacturers that the materials meet all formal requirements for building handover.

2. Factor in a Strategic Waste & Damage Allowance
In local sourcing, ordering two missed pallets of adhesive or tiles is a matter of a 24-hour delivery. In international trade, a short order means weeks of waiting and exorbitant less-than-container-load (LCL) shipping costs.
As a professional QS, you must include a standard waste factor for cutting and installation, but also a logistical risk margin. While standard projects call for 5–10%, for international shipments, it is wise to add an extra 2–3% to account for potential transit damage during sea or long-haul road freight. It is far better to have a few extra boxes on site than to halt a project handover due to a single missing square meter of a unique material.
3. Align Units of Measurement (UoM) with Packaging Standards
Errors in the Unit of Measurement (UoM) can be costly. If your BOQ requests aluminum profiles in "pieces," but the factory only sells them by "linear meters" or "metric tons," the entire quote will be distorted.
State your net requirements clearly (e.g., m², m, kg), but include a dedicated column for packaging verification. Based on your BOQ, the Actitrade team will convert your net quantities into full pallets, crates, or containers, optimizing container utilization factors (CBM).

4. Clearly Define Certification Criteria (CE, DoP)
A building material can be cost-effective and aesthetically perfect, but without the proper paperwork, the clerk or site inspector will not allow it to be installed.
In the notes section of each BOQ item, explicitly state the mandatory requirement for: Declaration of Performance (DoP) | CE Marking (or specific fire-rated/hygienic certifications required by EU regulations). By establishing these criteria upfront, Actitrade filters out non-compliant manufacturers right at the tendering stage, eliminating regulatory risks down the line.
Table: BOQ Differences (Standard Local BOQ vs. Procurement-Optimized BOQ)
| BOQ Element | Standard Local BOQ | Procurement-Optimized BOQ |
|---|---|---|
| Material Description | Commercial or brief (e.g., "30dB acoustic door") | Full technical specification: core, finish, weight, EN standards |
| Waste Allowance | Standard (approx. 5%) | Increased to account for long-haul logistics risks (7–12%) |
| Certification | Often overlooked during early budgeting | Explicitly listed as a prerequisite (CE, DoP, ITB) for each line item |
| Logistics | No data specified | Project timeline and phasing requirements clearly stated |
